बजट ने बिगाड़ा आम आदमी का मिजाज - जोर का झटका लगा दिया - जनता को और रुला दिया

इस बजट में सरकारी कर्मचारी उम्मीद लगाये बैठा था कि इनकम टैक्स कि लिमिट बढ़ जाएगी लेकिन चिदम्बरम साहेब ने तो ऐसा झटका दिया कि कर्मचारी बेचारा हैरान रह गया  I हो भी क्यों  ना महगाई से परेशान तो पहले से था और बजट से जो आस लगाये बैठा था वोह भी टूट गई औए उसकी नौका मजधार में डूब गई  I क्या मिला आम जनता को , क्या सरकार को आम जनता से कोई सरोकार नहीं , सरकार भी सोच ले आम आदमी भी जागने लगा है और वोह इसका हिसाब  भी करना जानता है  , समझ गए ना आप-  मैं क्या कहना चाह रहा हूँ - बहुत समझदार है आप , तभी तो आप पॉलिटिशियन है I अरे भाई कभी अभावों में पलने वालो की तरफ देखो , कभी भूंख से तड़पते , इलाज के अभाव में मरते आम आदमी के परिजनों की पीड़ा महसूस करके देखो -  अरे मैं तो जज्वाती हो गया  ओह क्या हो गया मुझे, अरे भाई तुम्हे क्या लेना देना इन सब से - किसी के घर में चूल्हे जलें या नहीं - आम आदमी का तो यही हाल रहेगा , जब तक स्वांस है बेचाराबेहाल रहेगा I

7th Pay Commission Projected Pay Scale

People may think that the babus again started to make voice over pay revision and next pay commission or 7th Pay commission. There is a saying that “The crying baby gets the milk”. The need makes the man to act.

One should try to understand the fact that being a government servant one can witness a considerable pay hike at least twice or thrice of his/her entire service period. Because, other than promotion, only the pay commission recommendation will give them considerable pay hike. But it takes place once in ten years. Now a days a government employee can render service 20 or 30 years only due to non availability of employment opportunity in government service below the age of 25. So there is no need to be get annoyed by hearing the voice for seventh pay commission from central government employees. Because constituting next pay commission is for nothing but to review the salary of the govt. servants with the current economical condition of the country.

How the pay of a govt. employee had been fixed at the beginning of the Independence India.

Till now there are six pay commission had been constituted to review and recommend pay structure of central government employees.

All the six pay commissions have taken many aspects into consideration to prescribe the pay structure for government servants.

In the first pay commission the concept of ‘living wage’ was adopted.

In second pay commission it had been reiterated that the pay structure and working condition to be crafted in a way so as to ensure the effective functioning of government mechanism.

The third pay commission adopted the concept of ‘need based wage’

The Fourth CPC had recommended the government to constitute permanent machinery to undertake periodical review of pay and allowances of Central Government employees, but which got never implemented.

In Fifth pay commission all federations demanded that the pay scale should be at par with the public sector. But the pay commission didn’t accept this and told that the demand for parity with the Public Sector was however difficult to concede as it felt that the Job content and condition of service in the government and pulic sector not necessarily the same. There were essential differences between the two sectors.

The Sixth Central Pay Commission, claimed that it had not only tried to evolve a proper pay package for the Government employees but also to make recommendations rationalizing the governmental structure with a view to improve the delivery mechanisms for providing better services to the common man

What about seventh pay commission?

Generally every pay commission, before recommending a pay structure, it used to analyze all the aspects including the economic situation of the country, financial resources of the government, comparison with the public sector, private sector and state government pay structure etc. So it is very much clear that Pay Determination is very complicated and sensitive task. Without any doubt every one accepts that this is very challenging task too. In order to determine the new pay structure the pay commission has to go through voluminous data consisting current economic condition, strength of the work force and working condition etc. In the meantime, if one tries to suggest or comment about 7thy pay commission pay scale or about what the seventh pay commission pay scale would be, it will not get much importance.

But when we come across all the recommendations of six pay commissions, we observed an interesting factor which is common to all the pay commission recommendations, particularly in the matter of percentage of increase in the pay. Average 3 times increase in the pay was recommended by each pay commission and it was accepted by government and implemented. 

Short Description about Sixth Pay Commission

Obviously it is simple thing, we can say it a mathematical coincidence that we have in common in all previous pay commission, but we cannot neglect this. Because it was there, every time it is noticed that the revised pay was approximately three times higher than its pre revised pay. Apart from all the factors which has been used to determine the pay revision, we can use this simple formula ‘common multiplying factor’ to know the 7th pay commission pay scale . If next pay commission prefer to continue the same running pay band and grade pay system for seventh pay commission also, the pay structure may be like the following projected figures given below, using common multiplying factor ‘3’. The Following is only the projected figure using common multiplying factor ‘3’...

Expected Dearness Allowance FROM JAN 2013

Expected DA from Jan 2013

Perhaps it is very early to calculate the status of  additional Dearness allowance from January, 2013 for Central Government employees and Pensioners, before releasing the AICPIN for the balance of three months i.e. and October, November and December. Enquiries are being poured as comments and received emails to our inbox about the expected DA from January, 2013. We can assume that the AICPIN will certainly go up, because of the essential commodities prices are going high with non stop. Anyway we can assume the additional Dearness allowance from January 2013 will be minimum 8%. The existing Dearness allowance is 72%, it will become as 72% + 8% = 80%.

२१-०२-१३ की हड़ताल की झलकिया

हड़ताल के दौरान इत्मीनान से धूप में बैठकर समाचार पत्र पढता कर्मचारी

शाहजहांपुर : श्रमिक संगठनों के हड़ताल का दूसरा दिन संगीनों के साए में बीता। नोएडा में हुए हड़तालियों के बवाल करने के मद्देनजर पीएसी, पुलिस के जवान साए की तरह हड़तालियों के साथ घूमते रहे। हड़ताल के दूसरे दिन परिवहन, स्वास्थ्य, बैंकिंग व्यवस्था, फैक्टरियों में उत्पादन ठप रहने से अरबों का कारोबार प्रभावित हुआ। जगह-जगह धरने पर बैठे, जुलुस निकाल रहे कर्मी अपनी मांगे मनवाने के लिए केंद्र सरकार को मजबूर करने का दम भरते नजर आए। पब्लिक पहले दिन की तरह ही बेचारी बनी यहां-वहां भटकती रही। बाजार में मजदूरों के आंदोलन का मिला जुला असर रहा। रोडवेज के एआरएम तथा एआरटीओ प्रवर्तन ने रोडवेज बस अड्डे से निजी बसों का संचालन कराया लेकिन यह व्यवस्था यात्रियों के लिए नाकाफी साबित हुई। एटीएम मशीनों के शो पीस बने रहने से परेशानी बढ़ी रही।

चुस्त रही पुलिस, चौकन्नी पीएसी

हड़तालियों का हंगामा करने से जिले में हायतौबा न मचे इसके लिए एसपी चंद्रप्रकाश ने तीन सेक्शन पीएसी जवान, दो थानेदार, क्यूआरटी (क्विक रिएक्शन टीम) को लगा दिया। सुबह से ही पीएसी तथा पुलिस के जवान कंधे पर असलहा टांगे, हाथ में डंडा लिए गश्त करते दिखे। एएसपी सिटी एनएन भारद्वाज, सीओ सिटी, इंस्पेक्टर सुबेदार सिंह यादव फोर्स की मॉनिटरिंग करते रहे।

बरकरार रहे हड़तालियों के तेवर

हड़तालियों के तेवर में दूसरे दिन भी कमी नहीं दिखी। बैंककर्मी, डाक, स्वास्थ्यकर्मी, परिवहनकर्मी अपनी-अपनी यूनियनों के बैनर तले दफ्तरों के सामने धरने पर डटे रहे। मांगों से संबंधी गगनभेदी नारे जनमानस, अफसरों को हड़ताल का आभास कराते रहे। बैंककर्मियों ने जुलूस की शक्ल में अलग-अलग बैंक शाखाओं के समक्ष पहुंचकर हंगामा किया। अफसरों पर हड़तालियों का भय इस कदर हावी रहा कि बैंकों के ताले खोलने की किसी ने हिम्मत नहीं की।

सुविधाओं से वंचित, बेचारी बनी पब्लिक

पुराना जिला अस्पताल में राज्य कर्मचारी संयुक्त परिषद के आंदोलन करने से स्वास्थ्य व्यवस्थाएं चरमराई रहीं। स्वास्थ्य लाभ न मिलने के कारण सरकारी अस्पतालों के बजाय लोग निजी अस्पतालों की शरण लिए रहे। मंत्री दिनेश चंद्र सक्सेना, राकेश चंद्र ने कहा कि सरकार आंदोलन की भाषा ही समझती हैं। सातवें वेतन आयोग के लागू करने, महंगाई भत्ते का 50 प्रतिशत मूल वेतन में लागू करने समेत दर्जन भर मांगें अरसे से लंबित हैं। प्रधान डाक घर में आल इंडिया पोस्टल इम्प्लाइज यूनियन ने आंदोलन कर आवाज बुलंद की। 18 सूत्रीय मांगों वाले पोस्टर, बैनर से आंदोलन स्थल पटा रहा।

बरेली की डाक शाहजहांपुर में उतारी गई

पब्लिक को राहत देने के लिए दिल्ली से आई रेलवे की डाक बरेली के बजाय शाहजहांपुर में उतारी गई। बरेली में कर्मियों और रेलवे स्टेशन पर तैनात डाक कर्मियों के हड़ताल के कारण डाक नहीं उतारी जा सकी। कई ट्रेनों से डाक उतारे जाने के कारण आरएमएस (रेल मेल सर्विस) दफ्तर में पैकेट रखने की जगह नहीं बची। अधिकारियों ने बताया कि रेल-मेल-जेल कभी बंद नहीं होता। हम तो पब्लिक की सेवा कर रहे हैं। पब्लिक को परेशानी न हो इसके लिए कोशिश की जा रही है।

अफसरों ने भेजी कई बसें

रोडवेज के एआरएम राजेश कुमार तथा एआरटीओ प्रवर्तन शिखर ओझा ने दूसरे दिन दर्जन भर बसों को रोडवेज बस अड्डे से रवाना कराया। हड़ताली रोडवेजकर्मी विरोध न करें इसके लिए पुलिस, पीएसी के जवान तैनात किए गए थे। अफसरों के प्रयास से गंतव्य तक पहुंचने के लिए परेशान यात्रियों ने राहत की सांस ली। निजी बसों के परिचालकों को रोडवेज प्रशासन ने बकायदा भाड़ा सूची उपलब्ध कराई, ताकि कोई परेशानी न हो।

कामगारों ने कच्चे माल को नहीं छुआ

ओसीएफ फैक्टरी, कृभको श्याम फर्टीलाइजर्स, रोजा शुगर व‌र्क्स आदि फैक्टरियों के मजदूर दूसरे दिन हड़ताल को लेकर कटिबद्ध रहे। हड़ताली कामगारों ने कच्चे माल को छूआ तक नहीं। ऐसे में फैक्टरियों में उत्पादन प्रभावित रहा। हड़ताली मजदूर अपने-अपने यूनियन के बैनर तले आंदोलन को धारदार बनाने में जुटे रहे। ओसीएफ कर्मियों का फैक्टरी गेट के सामने धरना दूसरे दिन भी जारी रहा। मांगों के समर्थन में नारेबाजी कर आवाज बुलंद करते रहे। हड़ताली कर्मचारियों ने कहा कि रक्षा उत्पादन में निजीकरण रोकने, खाली पड़े पदों पर नियुक्ति समेत 15 सूत्रीय मांगों को पूरा करने में लेटलतीफी का केंद्र सरकार पर आरोप लगाया। नई पेंशन योजना रद कर समान पेंशन योजना लाने की मांग उठाई गई।

आंदोलन में केरू कंपनी डिस्टलरी इम्लाइज यूनियन के मंत्री रवींद्र शर्मा, कृभको श्याम फर्टिलाइजर्स कर्मचारी यूनियन के रमेश चंद्र, जिला मंत्री अरुण गुप्ता, उत्तर प्रदेश मेडिकल एवं सेल्स रिप्रेजेंटेटिव एसोसिएशन के मुरारी दीक्षित, असित मिश्रा, विपिन शुक्ला आदि मौजूद रहे।

ट्रेड यूनियनों के देशव्यापी कार्य बहिष्कार के आह्वान पर लोक निर्माण विभाग परिसर में प्रशासनिक अधिकारी अनिल कुमार की अध्यक्षता में पंजिका में हस्ताक्षर के बाद कार्य बहिष्कार किया गया। डिप्लोमा इंजीनियर्स संघ, मिनिस्टीरियल एसोसिएशन नियमित कर्मचारी संघ चतुर्थ श्रेणी कर्मचारी संघ एवं वाहन चालक संघ ने सामूहिक रूप से कार्य बहिष्कार में हिस्सा लिया। दिनेश चंद्र मिश्र, एसपी पांडेय, अफसार अली, रक्षपाल सिंह, एम रहमान, शैलेंद्र अवस्थी, पीएस भटनागर, साबिर, मुनीश चंद्र, चिरौंजी लाल आदि मौजूद रहे।

२०-०२-२०१३ डाक कर्मचारियो की हड़ताल की झलकियाँ

      शाहजहांपुर  श्रमिक संगठनों के दो दिवसीय हड़ताल के आह्वान का पहला दिन व्यवस्थाओं पर भारी पड़ा। परिवहन, उद्योग, बैंक,

डाक  से जुड़े कर्मियों के हड़ताल करने से जिले की रफ्तार थम सी गई। हड़ताल के कारण पब्लिक को परेशानियों से जूझना पड़ा तो उद्योगों में उत्पादन थमने,पोस्ट ऑफिस  व बैंकों में लेनदेन न होने अरबों का नुकसान हुआ। गंतव्य तक पहुंचने के लिए यात्री यहां-वहां भटकते दिखे। प्रशासनिक अधिकारियों ने हड़ताल की आंच से पब्लिक को बचाने के लिए इंतजाम किए थे लेकिन नाकाफी साबित हुए। हड़ताल के दौरान कहीं से किसी तरह की हिंसा या अराजकता की खबर नहीं मिली। श्रमिक संगठन महंगाई, विकास का पहिया थमने समेत कामगारों की कई मांगों के समर्थन में दो दिनों की हड़ताल पर हैं। हड़ताली कर्मचारियों की सुबह से ही चहुंओर सुनाई पड़ रही गर्जना केंद्र सरकार से आरपार की लड़ाई का संदेश दे रही थी। रैली में सुरक्षा के मद्देनजर मद्देनजर पुलिस, पीएसी के जवान मुस्तैद रहे। 
वित्तीय संस्थानों में हड़ताल के कारण अरबों का कारोबार प्रभावित होने की आशंका पहले दिन जताई गई। बैंककर्मी, डाककर्मी, एलआइसी, इंश्योरेंस संस्थानों के कर्मी अपने-अपने यूनियनों के बैनर तले हड़ताल को सफल बनाने के लिए सड़कों पर उतरे। सड़क पर सैकड़ों की तादाद में अपनी मांगों के समर्थन में नारेबाजी करते हुए नगर भ्रमण करते रहे। जानकारों के मुताबिक बैंक कर्मियों के हड़ताल के कारण करीब 150 करोड़ का कारोबार प्रभावित हुआ है। उधर बैंकों में ताले लटकता देख परेशान हालत में यहां-वहां भटकते रहे। केंद्र सरकार के निर्देश पर एटीएम को पब्लिक की सेवा में तैयार रखा था। यह व्यवस्था भी दम तोड़ गई।

CHARTER OF DEMANDS
PART – I
Take concrete measures to contain Price rise.

Take concrete measures for linkage of employment protection with the concession / incentive package offered to the entrepreneurs.

Ensure strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.

Universal social security cover for the unorganised sector workers without any restriction and creation of a National Social Security Fund with adequate resources in line with the recommendation of NCEUS and Parliamentary Standing Committee on Labour.

Stoppage of disinvestment in Central and State PSUs.

No Contractorisation of work permanent/perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the industry / establishment.

Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs.10,000/-.

Remove all ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.

Assured statutory Pension for all.

Ensure Compulsory registration of trade unions within a period of 45 days and immediate ratification of the ILO Conventions Nos.87 and 98.
PART – II
Revise the wages of the Central Government employees including Gramin Dak Sewaks with effect from 1.1.2011 and every five years thereafter by setting up the 7th CPC.

Merge DA with Pay for all purposes with effect from 1.1.2011 including for Gramin Dak Sweaks.

Remove restriction imposed on compassionate appointments and the discrimination on such appointments between the Railway workers and other Central Government Employees.

[a] Departmentalise all Gramin Dak Sweaks and grant them all benefits of regular employees; End Bonus discrimination and enhance bonus ceiling to 3500/-; Withdraw open market recruitment in Postman / MTS cadre; Revise cash handling norms; Grant full protection of TRCA; Grant Time Bound Promotion and Medical Reimbursement facility etc.
[b] Regularise the daily rated, contingent, casual workers and introduce a permanent scheme for periodical regularization. Pending regularization, provide them with pro-rata salary at 6th CPC rates.
(a) Revive the functioning of the JCM. Convene the meeting of the Departmental Councils in all Ministries/Departments. Settle the anomalies raised in the National Anomaly Committee as also in the Departmental Anomaly Committees. Hold National Council meetings as specified in the JCM constitution. (b) Remove the anomalies in the MACP Scheme.(c) Grant recognition to all Associations/Federations, which have complied with the formalities and conditions stipulated in the CCS(RSA) Rules.

Fill up all vacant posts and creates posts n functional requirements.

Stop downsizing outsourcing, contractorization, corporatization and privatization of Government functions.

Stop Price rise; Strengthen the PDS.

(a) Stop the proposal to introduce the productivity linked wage system; (b) discard the performance related pay structure; (c) introduce PLB in all Departments; (d) remove the ceiling on emoluments for bonus computation.

Revise the OTA, Night duty allowance and clothing rates.

Implement all arbitration awards.

Make the right to strike a legal and fundamental right of the Government employees on par with the other section of the working class.

Grant Five promotions to all employees as is provided for in the case of Group-A services.

(a) Withdraw the PFRDA Bill. (b) Rescind the decision to allow FDI in pension sector;(c) Scrap the new contributory pension scheme (d) Extend the existing statutory defined pension scheme to all Central Govt. employees irrespective of their date of entry in Government service.

Vacate all Trade Union victimisation, and more specifically in the Indian Audit and Accounts Department.

आल इंडिया पोस्टल एम्प्लाइज यूनियन ग्रुप "सी" का प्रांतीय अधिवेशन दिनांक २ ,३ ,४. फरबरी को वाराणसी में संपन्न हुआ I जिसमे राम निवास परासर को प्रांतीय अध्यक्ष तथा सुभाष मिश्रा को प्रांतीय मंत्री चुना गया I सुरेन्द्र कुमार सिंह चौहान को सहायक प्रांतीय मंत्री बनाया गया I शाहजहांपुर मंडल की ओर से सुरेन्द्र कुमार सिंह चौहान ,अरुण प्रताप सिंह तथा राघवेन्द्र प्रताप सिंह ने प्रांतीय अधिवेशन में भाग लिया I
