मित्रों,संत कवि गोस्वामी तुलसीदास जी ने अपने महाकाव्य “श्रीरामचरितमानस” में लिखा है कि हमारा

शरीर पांच तत्त्वों से बना है और वे तत्त्व हैं – क्षिति,जल,पावक,गगन,समीरा अर्थात् धरती, पानी, अग्नि, आकाश एवं वायु | ये पाँचों तत्त्व सदैव पारस्परिक सहयोग एवं सेवा भाव से कर्म करते हुए सृष्टि का संतुलन बनाए रखते हैं | इस तरह जगत् में जीवन के प्रादुर्भाव से पूर्व ही प्रकृति ने उसके लिए उचित क्षेत्र निर्माण कर  रखा है जिसके माध्यम से प्राणियों का अस्तित्व बना रहता है और विकास होता रहता है |वस्तुतः, ये ही ब्रह्मांड की वे शक्तियाँ हैं जिनके आधार पर सृष्टिकर्ता ब्रह्माजी ने अन्य प्राणियों के साथ-साथ मनुष्य की रचना की | जिस तरह ये शक्तियाँ और प्राकृतिक घटनाचक्र अपने आप समर्पणभाव से सबकी सेवा में संलग्न रहता है, उसी ‘सेवा की भावना’, ‘पारस्परिक-सहयोग’  तथा ‘यज्ञ करने की क्षमता’ के द्वारा मानव को ब्रह्मा जी ने वृद्धिप्राप्ति का वरदान भी दिया | श्रीमद्भगवद्गीता के तीसरे अध्याय के दसवें श्लोक में योगेश्वर श्रीकृष्ण ने ब्रह्मा जी के इसी वरदान को “कामधुक्” की संज्ञा दी है अर्थात् यदि समाज में सब लोग परस्पर सहयोग, समर्पणभाव एवं अनुशासन में रहकर ,अनासक्ति तथा त्याग की भावना से कर्म करें तो समाज दारिद्र्य और दुखों से मुक्त हो सकेगा | हमारे लिए लक्ष्य-प्राप्ति भी अप्राप्य नहीं रहेगी |

स्मरणीय है कि “यज्ञ” शब्द का अर्थ हमारे वे सभी कर्म हैं जो हम अपने साथ-साथ औरों के कल्याण के लिए ,परस्पर सहयोग से अनुशासन में रहकर किया करते हैं | दूसरे, पौराणिक कथाओं के अनुसार कामधुक् अर्थात् कामधेनु ऋषियों की गाय थी जो सब इच्छाओं की पूर्ति करती थी |

मनुष्य को स्वेच्छा से कर्म करने की स्वतन्त्रता ईश्वर ने दी है लेकिन जब कभी भी वह अत्यधिक अहंकार एवं स्वार्थ से प्रेरित हो कर कर्म करता है ,तो बजाय लक्ष्य सिद्धि के दुःख झेलता है क्योंकि प्रकृति के सामंजस्य में वह  विरोध उत्पन्न करता है | दूसरी ओर, जब हम किसी भी क्षेत्र में त्याग एवं समर्पण की भावना से प्रेरित हो कर, पूर्ण मनोयोग से परिश्रम करते हैं, तब उस क्षेत्र की “उत्पादन-क्षमता” हमें इच्छित फल दिया करती है | अब चाहे तो यह कर्मक्षेत्र सीमा पर घोर कष्टों को सहने वाले वीर सैनिकों का हो, चाहे किसी फैक्ट्री में काम करने वाले मजदूरों का हो, चाहे रसोईघर में खाना पकाती माँ का हो,चाहे कपड़ों पर स्त्री करने वाले धोबी का हो,चाहे स्कूल में पढाने वाले अध्यापक का हो या फिर कहीं पर भी कोई भी कार्य-क्षेत्र क्यों न हो, बस नियम तो वही लागू हुआ करता है कि मर्यादा में रहकर, परस्पर सहयोग करते हुए, सेवाभाव से किए जाने वाले कर्म ही सिद्ध हुआ करते है |

मित्रों, अंतत:, यही कहना चाहती हूँ कि हममे से किसी को भी सामूहिक प्रयत्न में सहयोग दिये  बिना दूसरों के श्रम का लाभ नहीं उठाना चाहिए क्योंकि समाज का वह व्यक्ति जो उत्पादन अथवा निर्माण में बिना कोई सहयोग दिए लाभ लेता है ,वह राष्ट्र के लिए भार स्वरूप होता है |ऐसे व्यक्ति को भगवान् श्री कृष्ण ने तो श्रीमद्भगवद्गीता जी में ‘स्तेन’ अर्थात् चोर की ही संज्ञा दे डाली है | इसलिए मित्रों, “सहयोग में प्रमाद” कहीं हमारा स्वभाव न बन जाये, इसके प्रति हमें बेहद सतर्क रहना होगा और स्मरण रखना होगा कि जिन तत्त्वों से हम बने हैं, जिनके साथ और जिनके बीच रहकर जीवन-यापन किया करते हैं तथा अंततः जिन में विलीन हो जाते हैं ,वे तत्त्व ही हमें स्वस्थ जीवन-यापन की शैलियों का मूक-परिचय दिया करते हैं , और सन्देश देते हैं कि  हम स्वार्थी नहीं सहयोगी बनें।

समन्वय समिति की बैठक दिनांक 17-12-2012

समन्वय समिति की बैठक दिनांक17-12-2012 को हुई जिसमे दिनांक 12-12-2012 को देश व्यापी  एक दिवसीय हड़ताल में पोस्टल यूनियन द्वारा की गई बेमिशाल हड़ताल के लिए मंडलीय सचिव सुरेन्द्र सिंह चौहान सहित सभी डाक कर्मियो को समन्वय समिति की ओर से बधाई दी गई , समिति के अधिवेसन के लिए सर्व सम्मति से निर्णय लिया गया ,समिति का अधिवेशन दिनांक26-01-2013 को 11.00 बजे प्रधान डाकघर स्थित पोस्टल यूनियन के कार्यालय में संपन्न होगा , समिति महामंत्री अरुण प्रताप सिंह ने कहा आप सभी के सहयोग से समन्वय समिति को एक नया मुकाम मिला ,समिति  प्रेसीडेंट कल्याण राम ने कहा केंद्रीय कर्मचारियो की उपेक्चा कदापि वर्दास्त नहीं की जाएगी , वर्किंग प्रेसीडेंट सुरेन्द्र सिंह चौहान ने कहा सातवे वेतन आयोग के लिए लड़ाई सुरु हो गई है केंद्रीय कर्मचारियो का वेतन निर्धारण पांच साल में होना चाहिए ,वाइस प्रेसीडेंट  इकरार हुसैन ने कहा आने वाले समय में केंद्रीय कर्मचारी एक लम्बे संघेर्ष के लिए तैयार रहे , बैठक में भाग लेने वालो में सुरेश चन्द्र सक्सेना  ,यच० यस ० थापा ,यूनुस इदरीसी ,अनूप वैश्य ,राकेश कुमार सक्सेना ,साहिद  सिददीकी ,के० के०शुक्ला ,प्रमोद श्रीवास्तव ,मुंशी लाल,देवकी नंदन यादव ,इंद्र प्रकाश, राजवीर ,मो० वसीम ,राजेंद्र कुमार ,विष्णु दत्त मिश्र, विश्राम सागर मिश्रा , मंसूब,चंद्रोदय कुमार सिंह, राघवेन्द्र प्रताप सिंह,मनीष भट्ट आदि थे

12-12-12को हड़ताल पर रहे डाक कर्मचारी

शाहजहांपुर : केंद्रीय आह्वान पर आल इंडिया पोस्टल इम्प्लाइज यूनियन के पदाधिकारी बुधवार को हड़ताल पर रहे। सुबह से ही कर्मचारी प्रधान डाकघर के गेट पर एकत्रित हो गए और अपनी मांगों के समर्थन में जोरदार नारेबाजी की।

हड़ताल का नेतृत्व आल इंडिया पोस्टल इम्प्लाइज यूनियन ग्रुप सी के मंडलीय सचिव सुरेंद्र कुमार सिंह चौहान ने किया तथा संचालन अखिल भारतीय केंद्रीय कर्मचारी समन्वय समिति के महामंत्री तथा पोस्टल यूनियन के सहायक मंडलीय सचिव अरुण प्रताप सिंह ने किया।

हड़ताल से प्रधान डाकघर का पूरा काम काम ठप रहा तथा उपडाकघर एसी फैक्ट्री, सदर बाजार, शाहजहांपुर आरएस, हास्पिटल रोड में भी कार्य ठप रहा।

प्रधान डाकघर के गेट पर आयोजित सभा को संबोधित करते हुए आल इंडिया पोस्टल इम्पलाइज यूनियन ग्रुप सी के मंडलीय सचिव सुरेंद्र कुमार सिंह चौहान ने कहा सरकार की कर्मचारी विरोधी नीतियों से कर्मचारी त्रस्त हैं। कहा केंद्रीय कर्मचारियों का वेतन संशोधन प्रत्येक 5 साल में होना चाहिए। अपने संबोधन में पोस्टल यूनियन के सहायक मंडलीय सचिव अरुण प्रताप सिंह ने सरकार से अपील की कि केंद्रीय कर्मियों की पंद्रह सूत्रीय मांग पर तत्काल सार्थक हल निकाला जाए अन्यथा कर्मचारी आंदोलित होंगे। मधुबाला श्रीवास्तव ने कहा पेंशन समेत सभी उद्देश्यों के लिए डीए का वेतन के साथ विलय किया जाना चाहिए। पोस्टमैन यूनियन के अध्यक्ष शाहिद सिद्दीकी ने कहा कि ओटीए व नाइट ड्यूटी भत्तों तथा वर्दी के कपड़ों की दरों में संशोधन होना चाहिए। यूनियन के मंडलीय सचिव आशाराम ने कहा सभी खाली पदों को तत्काल भरा जाना चाहिए तथा जरूरत के आधार पर पदों का सृजन होना चाहिए। विष्णुदत्त मिश्र ने कहा कि ग्रामीण डाकसेवकों को नियमित किया जाना चाहिए तथा उन्हें पोस्टमैन रिक्तियों में समायोजित किया जाना चाहिए। ब्रह्मा सिंह ने कहा सभी कर्मचारियों को सेवाकाल में 5 प्रोन्नतियां दी जानी चाहिए तथा ट्रेड यूनियन का उत्पीड़न बंद हो। राकेश कुमार सक्सेना ने कहा सरकारी प्रतिष्ठानों की आउटसोर्सिग, निगमीकरण और निजीकरण बंद होना चाहिए। राघवेंद्र प्रताप सिंह ने कहा नई पेंशन योजना तत्काल रद की जानी चाहिए। पेंशन का लाभ सभी कर्मचारियों को समान रूप से दिया जाना चाहिए। हड़ताल में भाग लेने वालों में सुरेंद्र कुमार सिंह चौहान, राकेश कुमार सक्सेना, ब्रह्मा सिंह, मंसूब हसन, ललित अवस्थी, विष्णु दत्त मिश्रा, महेश कुमार, मनीष भट्ट, आशाराम, राघवेंद्र प्रताप सिंह, शैलेंद्र कुमार, रामभरत, भानु प्रताप, प्रशांत गुप्ता, राजेश कुमार, वीरेश कुमार सिंह, रजनीश कुमार शुक्ल, चंद्र प्रकाश, एपी सिंह, शाहिद अली खां, प्रेमपाल अर्जुन बाबू, विश्राम लाल, अजय कुमार सिंह, नत्थू लाल, मोहम्मद शाहिद, राजातुल्लाह, रामसरन सिंह, फूल सिंह, अनिल कुमार, आदि ने भाग लिया।

केन्द्रीय आवाहन पर 12-12-12 को एक दिवसीय राष्ट्रव्यापी हड़ताल की तैयारी के लिए आल इंडिया पोस्टल एम्प्लाइज यूनियन शाहजहांपुर के पदाधिकारियो ने गेट मीटिंग करके सभी से हड़ताल में भाग लेने की अपील की , गेट मीटिंग का संचालन समन्वय समिति के महामंत्री एवम पोस्टल यूनियन के सहायक मंडलीय सचिव अरुण प्रताप ने किया , पोस्टल यूनियन ग्रुप सी के मंडलीय सचिव एवं समन्वय समिति के   कार्यकारी अध्यछ सुरेन्द्र कुमार चौहान ,मधु बाला श्रीवास्तव ,प्रशांत गुप्ता ,ब्रह्मा सिंह ,संतराम रवि मोहन, राकेश कुमार सक्सेना ,राघवेन्द्र प्रताप सिंह ,सुजतुल्ला ,चन्द्र प्रकाश ,अनिल कुमार ,संगीता श्रीवास्तव ,मंजू श्रीवास्तव ,मंजू कश्यप,,प्रत्युष,सोनी सिंह ,मनीष भट्ट ,साहिद सिद्दीकी ,विश्राम सागेर मिश्र ,राम भरत ,विष्णु दत्त मिश्रा ,आशा राम, जगदीश प्रसाद सहित काफी संख्या में कर्मचारियो  ने भाग लिया

हँसने के पाँच फायदे

आज की भाग दौङ भरी जिंदगी, ऊपर से काम का प्रेशर हममे में से कई लोगों को तो याद भी न होगा कि पिछली बार कब खिलखिला कर हँसे थे। जबकी हँसना हम सभी के लिये अति महत्वपूर्ण है किन्तु हम उसे नजर अंदाज कर देते हैं। मित्रों हँसने से हमारी जिंदगी किस तरह स्वस्थ एवं खुशनुमा हो सकती है उसी के बारे में थोङी सी जानकारी शेयर करने की कोशिश कर रहI हूँ , पसन्द आए तो हँसियेगा जरूर. तो आइये जानते हैं हंसने के पाँच फायदे:

1)  हंसने से हद्रय की एक्सरसाइज हो जाती है। रक्त का संचार अच्छीतरह होता है। हँसने पर शरीर से एंडोर्फिन रसायन निकलता है, ये द्रव्य  ह्रदय को मजबूत बनाता है। हँसने से हार्ट-अटैक की संभावना कम हो जाती है।

2) एक रिसर्च के अनुसार ऑक्सीजन की उपस्थिती में कैंसर कोशिका और कई प्रकार के हानिकारक बैक्टीरिया एवं वायरस नष्ट हो जाते हैं। ऑक्सीजन हमें हँसने से अधिक मात्रा में मिलती है और  शरीर का प्रतिरक्षातंत्र भी मजबूत हो जाता है।

3) य़दि सुबह के समय हास्य ध्यान योग किया जाए तो दिन भर प्रसन्नता रहती है। यदि रात में ये योग किया जाये तो नींद अच्छी आती है। हास्य योग से हमारे शरीर में कई प्रकार के हारमोंस का स्राव होता है, जिससे मधुमेह, पीठ-दर्द एवं तनाव से पीङित व्यक्तियों को लाभ होता है।

4) हँसने से सकारत्मक ऊर्जा भी बढती है, खुशहाल सुबह से ऑफिस का माहौल भी खुशनुमा होता है। तो दोस्तों, क्यों न हम सब दो चार चुटकुले पढ कर या सुनकर अपने दिन की शुरुवात जोरदार हँसी के साथ करें।

5) रोज एक घंटा हँसने से 400 कैलोरी ऊर्जा की खपत होती है, जिससे मोटापा भी काबू में रहता है। आज कल कई हास्य क्लब भी तनाव भरी जिंदगी को हँसी के माध्यम से दूर करने का कार्य कर रहे हैं।

दोस्तों प्रकृति भी हमें संदेश देती है- बारिश के बाद खिली धूप, खिला हुआ फूल, लहलहाते हरे भरे पेङ अपनी खुशी का एहसास दिलाते हैं। उनकी इसी खुशी को देख कर हम सब का मन भी खुश होता है, उसी तरह जब हम सब खुश एवं स्वस्थ रहेंगे तो अपने आसपास का वातावरण भी खुशनुमा बना सकते हैं। कहते हैं—“Health is above wealth”.

सोचिये अगर जरा सी मुस्कान से फोटो अच्छी आ सकती है तो खुलकर हँसने से जिंदगी की तस्वीर कितनी खूबसूरत हो सकती है। मित्रों जब स्वास्थ और सामाजिक क्षेत्र में हँसी के अनगिनत फायदें हैं, तो हँसना तो लाजमी है।

आज  हम आपके साथ Swami Vivekananda द्वारा,1893 में Parliament of Religions, Chicago में दी गयी inspirational speech HINDI में share  कर रहे हैं.ये वही भाषण  है जिसने स्वामी जी की ख्याति पूरे विश्व में फैला दी थी  और Parliament of Religions में हिंदुत्व और भारत का परचम लहरा दिया था.

अमेरिकी   बहनों  और भाइयों
आपके इस स्नेह्पूर्ण और जोरदार स्वागत से मेरा हृदय आपार हर्ष से भर गया है.मैं आपको दुनिया के सबसे पौराणिक भिक्षुओं कि तरफ से धन्यवाद् देता हूँ.; मैं आपको सभी धर्मों की जननी कि तरफ से धन्यवाद् देता हूँ , और मैं आपको सभी जाति-संप्रदाय के लाखों-करोड़ों हिन्दुओं कि तरफ से धन्यवाद् देता हूँ.मेरा धन्यवाद् उन वक्ताओं को भी जिन्होंने  इस मंच से  यह कहा है कि दुनिया में शहनशीलता का विचार सुदूर पूरब के देशों से  फैला  है . मुझे गर्व है कि मैं एक ऐसे धर्म से हूँ जिसने दुनिया को शहनशीलता और  सार्वभौमिक स्वीकृति (universal acceptance) का पाठ पढाया है.हम सिर्फ  सार्वभौमिक शहनशीलता में ही विश्वास नहीं रखते बल्कि हम विश्व के सभी धर्मों को सत्य के रूप में स्वीकार करते हैं. मुझे गर्व है कि मैं एक ऐसे देश से हूँ  जिसने इस धरती के सभी देशों के  सताए गए लोगों को शरण दी है.मुझे यह बताते हुए गर्व हो रहा है कि हमने अपने हृदय में उन  इस्राइलियों के शुद्धतम स्मृतियाँ बचा कर रख्हीं हैं, जिनके मंदिरों को रोमनों ने तोड़-तोड़ कर खँडहर बना दिया, और तब उन्होंने दक्षिण भारत में शरण ली.  मुझे इस बात का गर्व है कि मैं एक ऐसे धर्म से हूँ जिसने महान पारसी देश के अवशेषों को शरण दी और अभी भी उन्हें बढ़ावा दे रहा है. भाइयों मैं आपको एक श्लोक कि कुछ पंक्तियाँ सुनाना चाहूँगा जिसे मैंने बचपन से स्मरण  किया और दोहराया है, और जो रोज करोडो लोगो द्वारा हर दिन दोहराया जाता है.” जिस तरह से विभिन्न धाराओं कि उत्पत्ति विभिन्न स्रोतों से होती है उसी प्रकार मनुष्य अपनी इच्छा के अनुरूप अलग-अलग मार्ग चुनता है, वो देखने में भले सीधा या टेढ़े-मेढ़े लगे पर सभी भगवान तक ही जाते हैं. “
वर्तमान सम्मलेन , जो कि  आज तक की सबसे पवित्र सभाओं में से है, स्वयं में गीता में  बताये  गए एक सिद्धांत का  प्रमाण है , “जो भी मुझ तक आता है ; चाहे किसी भी रूप में , मैं उस तक पहुँचता हूँ , सभी मनुष्य विभिन्न मार्गों पे संघर्ष कर रहे हैं जिसका अंत मुझ में है .”  सांप्रदायिकता, कट्टरता, और इसके भयानक वंशज, हठधर्मिता लम्बे समय से प्रथ्वी को अपने शिकंजों में जकड़े हुए हैं. इन्होने पृथ्वी को हिंसा से भर दिया है , कितनी बार ही ये धरती खून से लाल हुई है , कितनी ही सभ्यताओं का विनाश हुआ है और कितने देश नष्ट हुए हैं.
अगर ये  भयानक राक्षस नहीं होते तो आज मानव समाज कहीं ज्यादा उन्नत होता. लेकिन अब उनका समय पूरा हो चूका है, मुझे पूरी उम्मीद है कि आज इस सम्मेलन का शंख नाद  सभी हठधर्मिता,हर  तरह के क्लेश  ,चाहे वो तलवार से हों या कलम से, और हर एक मनुष्य, जो एक ही लक्ष्य की तरफ बढ़ रहे हैं ; के बीच की  दुर्भावनाओं  का विनाश करेगा.

श्री गांधी आश्रम के कर्मचारियो की हड़ताल 11 दिन बाद समाप्त

 

11 दिन बाद खादी कर्मियों की हड़ताल खत्म

शाहजहांपुर : खादी आश्रम कर्मचारियों की हड़ताल के सामने आखिरकार प्रबंधन को झुकना पड़ा और उनकी बिना शर्त पांच सूत्रीय मांगें मान ली गईं। 11 दिन तक चली हड़ताल से करीब 33 लाख के नुकसान का अनुमान है। समझौता वार्ता के बाद सभी दुकानें पूर्ववत खुल गई हैं।
मालूम हो कि पांच सूत्रीय मांगों को लेकर खादी कर्मचारी हड़ताल पर चल रहे थे। रविवार को हड़ताली कर्मचारियों व खादी प्रबंधतंत्र के बीच समझौता वार्ता हुई। जिसमें कर्मचारियों की बिना शर्त के मांगों को मान लिया गया। मांगें मानने पर अनिश्चितकालीन हड़ताल भारतीय श्री गांधी आश्रम श्रमिक संघ ने समाप्त कर दोनों जनपदों पीलीभीत व शाहजहांपुर के सभी खादी भंडार और उत्पत्ति केंद्र सोमवार को पूर्व की भांति खुल गए हैं। भारतीय श्री गांधी आश्रम श्रमिक संघ के अध्यक्ष डीएम विश्वकर्मा ने बताया कि हड़ताल खत्म हो गयी है। सभी दुकानों पर कर्मचारी काम पर लौट आए हैं। दुकानों में बिक्री होने लगी है। भारतीय मजदूर संघ के जिला संरक्षक अश्विनी कुमार आर्य ने हड़ताल में समर्थन देने वाले संगठनों के पदाधिकारियों का आभार जताया है।


श्री गांधी आश्रम के कर्मचारियो की हड़ताल 11 दिन बाद आज 02-12-2012 को समाप्त हो गई आखिरकार कर्मचारियो की एकजुटता के आगे प्रबंधन ने घुटने टेक दिए और श्री गाँधी आश्रम के कर्मचारियो की पांच सूत्रीय मांगे बिना शर्त मान ली गई , डी0यन 0विश्वकर्मा तथा उनके साथियो को समन्वय समिति की ओर से हार्दिक बधाई ,

CHARTER OF DEMANDS.

1. Revise the wages of the Central Government employees including Gramin Dak Sewaks with effect from 1.1.2011 and every five years thereafter by setting up the 7th CPC.

2. Merge DA with pay for all purposes with effect from. 1.1.2011 including for Gramin Dak Sewaks.

3. Remove restriction imposed on compassionate appointments and the discrimination on such appointments between the Railway workers and other Central Govt. employees.

4. (a) Departmentalise all Gramin Dak Sewaks and grant them all benefits of regular employees; End Bonus discrimination and enhance bonus ceiling to 3500/-; withdraw open market recruitment in Postman / MTS cadre; Revise cash handling norms; Grant full protection of TRCA; Grant Time Bound Promotion and Medical Reimbursement facility etc,

(b) Regularise the daily rated, contingent, casual workers and introduce a permanent scheme for periodical regularization. Pending regularization, provide them with pro-rata salary at 6th CPC rates.

5. (a) Revive the functioning of the JCM. Convene the meeting of the Departmental Councils in all Ministries/Departments. Settle the anomalies raised in the National Anomaly Committee as also in the Departmental Anomaly Committees. Hold National Council meetings as specified in the JCM constitution. (b) Remove the anomalies in the MACP Scheme.(c) Grant recognition to all Associations/Federations, which have complied with the formalities and conditions stipulated in the CCS(RSA) Rules.

6. Fill up all vacant posts and creates posts n functional requirements.

7. Stop downsizing outsourcing, contractorization, corporatization and privatisation of Governmental functions.

8. Stop price rise; strengthen the PDS.

9. (a) Stop the proposal to introduce the productivity linked wage system; (b) discard the performance related pay structure; (c) introduce PLB in all Departments; (d) remove the ceiling on emoluments for bonus computation.

10. Revise the OTA, Night duty allowance and clothing rates.

11. Implement all arbitration awards;

12. Make the right to strike a legal and fundamental right of the Government employees on par with the other section of the working class.

13. Grant Five promotions to all employees as is provided for in the case of Group A services.

14. (a) Withdraw the PFRDA Bill. (b) Rescind the decision to allow FDI in pension sector;(c) Scrap the new contributory pension scheme (d) Extend the existing statutory defined pension scheme to all Central Govt. employees irrespective of their date of entry in Government service.

15. Vacate all Trade Union victimisation, and more specifically in the Indian Audit and Accounts

श्रमिकों की हड़ताल चौथे दिन भी रही जारी
- केंद्रीय कर्मचारी समन्वय समिति और इंटक का भी हड़ताल को समर्थन

शाहजहांपुर। श्री गांधी आश्रम खादी भंडार के श्रमिकों की कामबंद हड़ताल चौथे दिन भी जारी रही इस दौरान श्रमिकों ने खादी भंडार दुकान के सामने धरना दिया और प्रबंधन के खिलाफप्रदर्शन किया। हड़ताल के कारण खादी आश्रम की दुकानों पर खादी कपड़ों आदि की बिक्री का कार्य ठप रहा।
गोविंद गंज मेन मार्केट में स्थित खादी भंडार की दुकान के समक्ष हुई सभा को संबोधित करते हुए भारतीय मजदूर संघ के जिला संरक्षक अश्विनी कुमार आर्य ने खादी आश्रम कर्मियों की हड़ताल को दुर्भाग्यपूर्ण बताया। उन्होंने कहा कि जब कर्मचारियों को अपना वेतन पाने को ही संघर्ष का रास्ता अपनाना पड़े तो इससे दुखद स्थिति और क्या होगी। अखिल भारतीय केंद्रीय कर्मचारी समन्वय समिति और जिला इंटक संगठन ने भी समर्थन दिया है। समन्वय समिति के महामंत्री अरुण प्रताप सिंह ने कहा कि श्री गांधी आश्रम खादी भंडार श्रमिक संघ की पांच सूत्री मांगों का समाधान शीघ्रता से होना चाहिए।
समिति के कार्यवाहक अध्यक्ष सुरेंद्र कुमार चौहान ने चेतावनी दी यदि हड़ताली कर्मियों की समस्याओं का जल्द समाधान नहीं किया जाता है तो समन्वय समिति से जुड़े केंद्रीय कर्मचारी संगठन भी आंदोलन करने से पीछे नहीं हटेंगे। इंटक महामंत्री इकरार हुसैन ने कहा कि संगठन पूरी तरह से हड़ताली श्रमिक संघ केसाथ है। संघ के अध्यक्ष डीएम विश्वकर्मा ने कहा कि जब तक हमारी मांगे नहीं मानी जाती तब तक आंदोलन जारी रहेगा। संघ के वरिष्ठ सदस्य हरींद्र यादव ने कहा कि अप्रैल 2007 के आज तक करीब 80 लाख रुपये फंड का बकाया है जिले तुरंत जमा कराया जाए।
धरना-प्रदर्शन में एपी सिंह, एचएस थापा, प्रमोद कुमार श्रीवास्तव, प्रशांत गुप्ता, अनूप वैश्य, ब्रह्मा सिंह, राजू सक्सेना, आदि शामिल रहे।

समन्वय समिति की ओर से गांधी आश्रम के कर्मचारियों की हड़ताल को नैतिक समर्थन

शाहजहांपुर : फंड व बकाया न मिलने पर श्री गांधी आश्रम कर्मचारियों ने यहां कामकाज ठप कर आंदोलन शुरू कर दिया है। गोविंद गंज आश्रम की दुकान पर धरने पर बैठे कर्मचारियों ने क्षेत्रीय महामंत्री पर उत्पीड़न के आरोप लगाए है।

श्री गांधी आश्रम श्रमिक संघ के बैनर तले जिले भर के आश्रम कर्मचारी खादी की दुकानों को बंद कर गोविंद गंज आ धमके। उन्होंने बरखेड़ा पीलीभीत स्थित क्षेत्रीय कार्यालय महामंत्री पर उपेक्षा व उत्पीड़न का आरोप लगाते हुए नारेबाजी की। इस दौरान उन्होंने फंड, वेतन समेत बकाया अदायगी की मांग की। धरना, प्रदर्शन व अनशन पर दयाशंकर तिवारी मैलानी जोगराजपुर, अवधेश मिश्रा बंडा, रामसकल यादव भोजपुर कसरक, ओमप्रकाश राय कटरा, राजकिशोर तिवारी जलालाबाद, राधेश्याम तिवारी तिलहर, सतीश मिश्रा पुवायां, रामाश्रम तिवारी, रामशंकर पांडेय, शैलेन्द्र दुबे, कृपाचार्य वर्मा, इंद्रदेव तिवारी, पशुपति नाथ चतुर्वेदी आदि कर्मचारी शामिल रहे।

****सोचने की बात है गाँधी आश्रम के कर्मचारियों को हड़ताल का सहारा लेना पड़ रहा है गाँधी आश्रम के अधिकारियो ने अभी तक इन कर्मचारियो से मिलना और उनकी मागो पर फैसला लेना मुनासिब नहीं समझा है . यह एक दुर्भाग्य की बात है. समन्वय समिति की ओर से गांधी आश्रम के कर्मचारियों की हड़ताल को नैतिक समर्थन देने का निर्णय लिया गया समन्वय समिति के पदाधिकारी २५.११.२०१२ को ११.०० बजे सदर बाज़ार गाँधी आश्रम पर   गांधी आश्रम के कर्मचारियों की हड़ताल के समर्थन में उपस्थित होंगे

Dear Comrade,
We have already placed on the website the format of the strike notice to be served on all Heads of Departments/Offices on 19th November, 2012.  The strike notice must have the charter of demands as an enclosure.  In order to ensure that the charter of demands is uniform in all respects, we give hereunder the same.  Kindly incorporate the same in all the strike notices to be served on 19th November, 2012.
We once again request the Sectt. Members, who were assigned the responsibility for undertaking campaigns in different states that the same may be undertaken with all seriousness and in the event of any difficulty, the same may be brought to the notice of the CHQ.  November, being the festival months, the programmes, if not already completed, must be organised in the 3rd and 4th weeks.  As per the decision of the National Executive, evening dharnas are to be organised continuously from 20th to 23rd i.e. immediately after the serving of notice.  The first week of December will be utilised for the circulation of pamphlets to all the members explaining the issues and demands contained in the charter.
The Sectt .Members who are assigned with the task of undertaking review meeting in different State Capital must be in touch with the concerned State Committee Secretaries and finalise the programme.  The Secretaries of the State Committees are requested to please contact the concerned Sectt. members and ensure that the campaign programme as chalked out by the National Executive is carried out to make the strike participation on 12th a grand success.
We have sought the support and solidarity for the strike action slated for 12th December, 2012 from various Central Government organisations in Defence and Railways and FNPO.  Similar letters are being addressed to all such organisations.  On serving the strike notice on 19th November, we shall approach the Central Trade Unions and other Independent Federations seeking their support to make the strike total on 12th December, 2012.  Copy of our letter is placed hereunder.
We have also written to the Secretary General, Confederation of Central Government Officers seeking their support and requesting them to kindly explore the possibility of joining with us in the strike on 12th December, 2012. (copy of the letter is enclosed)

THE CENTRAL GOVERNMENT TODAY APPROVED A SEVEN PER CENT HIKE IN DEARNESS ALLOWANCE TO CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS, THIS HIKE IS TO BE EFFECTIVE RETROSPECTIVELY FROM JULY 2012...

THE DEARNESS ALLOWANCE AND DEARNESS RELIEF FOR CENTRAL GOVERNMENT SERVING EMPLOYEES AND PENSIONERS WILL INCREASE FROM 65% PER CENT OF BASIC EMOLUMENTS TO 72% PER CENT WITH EFFECT FROM 1.7.2012.

Children

Provisions exist in laws for the protection of children both within and outside schools. These include:

(i) The Right of Children to Free and Compulsory Education Act, 2009: Section 17 of the Act provides that no child shall be subjected to physical punishment or mental harassment and whoever contravenes the provision shall be liable to disciplinary action. The States have notified Government orders prohibiting corporal punishment in schools. The National Commission for Protection of Children (NCPCR) has also issued guidelines on corporal punishment in August 2007 and again in May 2009 and March 2012. NCPCR also takes up complaints of violations of children’s right to protection in schools and outside the schools with the concerned authorities of the State Governments and UT Administrations from time to time for remedial measures.

(ii) The Juvenile Justice (Care and Protection of Children) Act, 2000: Section 23 of the Act provides that whoever, having the actual charge of or control over, a child, assaults, abandons, exposes or willfully neglects the child or causes or procures him to be assaulted, abandoned, exposed or neglected in a manner likely to cause such child unnecessary mental or physical suffering shall be punishable with imprisonment for a term which may be extended to six months, or fine or with both.

(iii) The Protection of Children from Sexual Offences, 2012: The Act penalizes management or staff of an educational institution with higher punishment for committing sexual offences against children. The law helps in prevention of an offence, thereby protecting a child from sexual abuse.

(iv) The Right of Children to Free and Compulsory Education Act, 2009, prescribes norms and standards for a school. As per the latest figures available under the District Information System for Education (DISE) 2010-11, 80.87% schools have separate toilets for girls.

This was stated by Smt. Krishna Tirath, Minister for Women and Child Development in a written reply to the Rajya Sabha today.

Corruption Cases Against Top Officials

As per the information provided by the Central Bureau of Investigation (CBI), it has registered 97 cases [71 Regular Cases (RCs) and 26 Preliminary Enquiries (PEs)] involving 129 officers of the rank of Joint Secretary and above during the last 3 years i.e. 2009, 2010, 2011 & 2012 (upto 31.7.2012). 15 officers are involved in more than one case.

As on 31.07.2012, out of the aforesaid 71 RCs, Charge sheets have been filed in 30 cases against 31 officers of the rank of Joint Secretary and above.

As on 31.7.2012 sanctions for prosecution are pending in 14 CBI cases with respective Central Ministries/Departments against 14 officers of the rank of Joint Secretary & above. 02 officers are common in 02 cases each.

Further, permission under section 6A of the Delhi Special Police Establishment Act, 1946, for conducting enquiry/investigation, are pending in respect of 23 officers of the rank of Joint Secretary and above.

The Supreme Court of India, vide its judgment dated 18th December, 1997 in the case of Vineet Narain Vs. Union of India, directed that “time limit of three months for grant of sanction for prosecution must be strictly adhered to. However, additional time of one month may be allowed where consultation is required with the Attorney General (AG) or any Law Officer in the AG’s office”.

It is sometime not possible to adhere to this time-limit. The delay which occurs in the sanctioning of prosecution is mostly on account of detailed scrutiny and analysis of voluminous case records and evidence, consultation with Central Vigilance Commission (CVC), State Governments and other agencies, and sometimes non-availability of relevant documentary evidence.

However, in order to check delays in grant of sanction for prosecution, the Department of Personnel & Training has issued guidelines vide its OM No.399/33/2006-AVD-III dated 6th November, 2006 followed by another OM dated 20th December, 2006, providing for a definite time frame at each stage for handling of requests from CBI for prosecution of public servants.

The Group of Ministers on tackling corruption, in its First Report, had also given certain recommendations for speedy disposal of sanction of prosecution cases, which included-taking decision on such cases within 3 months; monitoring of such cases at the level of Secretary of the Ministry/ Department and submission of report to the Cabinet Secretary; and in cases of refusal to accord sanction, submission of a report to the next higher authority within 7 days for information (where competent authority is Minister such report is to be submitted to the Prime Minister). The said recommendation of the GoM has been accepted by Government and instructions have been issued by the Government on 03.05.2012.

As regards permission under section 6A of the Delhi Special Police Establishment Act, 1946, the Group of Ministers on tackling corruption in its First Report has recommended that the competent authority shall decide the matter within three months with speaking orders and in the event a decision is taken to refuse permission the reasons thereof shall be submitted to the next higher authority within one week for information (where competent authority is Minister, such report is to be submitted to the Prime Minister). This recommendation was accepted by the Government and instructions issued on 26.09.2011.

This was stated by Shri V. Narayanasamy, Minister of State of Personnel, Public Grievances and Pension and Prime Minister Office in written reply to a question by Sh. Shadi Lal Batra in the Rajya Sabha today.

All establishments of the Government of India are implementing the policy of reservation in services in all Groups including Group ‘B’ and ‘C’.

Jantar Mantar (Delhi)

The Jantra Mantra (literally the 'instrument and formula' and often called the Jantar Mantar), is located in the modern city of New Delhi, Delhi. It consists of 13 architecturalastronomy instruments, built by Maharaja Jai Singh II of Jaipur, from 1724 onwards, and is one of five built by him, as he was given byMughal emperor Muhammad Shah the task of revising the calendar and astronomical tables. There is plaque fixed on one of the structures in the Jantar Mantar observatory in New Delhithat was placed there in 1910 mistakenly dating the construction of the complex to the year 1710.

Later research, though, suggests 1724 as the actual year of construction.

The primary purpose of the observatory was to compile astronomical tables, and to predict the times and movements of the sun, moon and planets. Some of these purposes nowadays would be classified as astronomy
