OFFICE MEMORANDUM

Subject: Payment of Dearness Allowance to Central Government employees-Revised Rates effective from 1.1.2013.

The undersigned is directed to refer to this Ministry’s Office Memorandum No.1 (8)/2012-E-II (B) dated 28^th Sepetmber,2012  on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 72% to 80% with effect from 1st January,2013.

2.         The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No.1 (3)/2008-E-II(B) dated 29th August. 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3.         The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4.         These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5.         In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.

No merger of D.A. but seventh pay commission likely this year

According to our sources in New Delhi, there is no chance of any merger of Dearness Allowance with basic pay as demanded by the associations. But the Government is considering the formation of seventh pay commission.

The seventh CPC is scheduled to be effective from 1.1.2016 and if it is formed this year, there will be ample time to finalize it’s recommendations. Moreover, if it is not effective from an earlier date, the Govt. will be free from any burden of paying arrears, which may adversely effect the fiscal situation. 

Most significantly, in the eve of general election, the Govt. may spread a "feel good" situation among the employees without having to pay an extra penny from the exchequer. In the other hand merging D.A. with basic pay will lead to a considerable expense and as there is definite negative recommendation of sixth CPC in this respect, Govt. can easily deny this demand. 

After formation of seventh CPC, if the ruling party fails to come back in the corridors of power, the entire liability will have to be borne by the new Govt. So, it’s a win win situation of the ruling party and most likely, it will be announced in the later half of the year.

            i) my spouse is not a Central Government servant

ii) my spouse is a Central Govt. servant and that she/he  has not  claimed /will not claim children’s educational allowance in respect of our child/children.

4. Certified that during the period covered by the claim the child attended the school regularly and did not absent himself/herself from the school without proper leave for a period exceeding one month.

5. In the event of any change in the particulars given above which affect my eligibility for children’s educational allowance, I undertake to intimate the same promptly and also to refund excess payments, if any made.

Note :  # Tuition Fee Means Tuition fee, Admission fee, lab fee, special fee charged for agriculture, electronics, music or any other subject, Fee charged for practical work under the programme of work experience, fee paid for the use of any aid or appliance by the child, library fee, games/sports fee and fee for extra curricular activities.

What is Dies non ?

Dies non: In service terms, “dies non” means a day, which cannot be treated as duty for any purpose. It does not constitute break in service. But the period treated as ‘dies non’ does not qualify as service for pensionary benefits or increment.

As per the Postal Manual Volume III, Central Civil Services (Classification,Control and appeal) rules, 1965, the Absence of officials from duty without proper permission or when on duty in office, they have left the office without proper permission or while in the office, they refused to perform the duties assigned to them is subversive of discipline. In cases of such absence from work, the leave sanctioning authority may order that the days on which work is not performed be treated as dies non, i.e. they will neither count as service nor be construed as break in service. This will be without prejudice to any other action that the competent authorities might take against the persons resorting to such practices.

RESOLUTION
It is announced for general information that during the year 2013-2014, accumulations
at the credit of subscribers to the General Provident Fund and other similar funds shall
carry interest at the rate of 8.7% (Eight point seven per cent) per annum. This rate will be in
force during the financial year beginning on 1.4.2013. The funds concerned are:—
1. The General Provident Fund (Central Services).
2. The Contributory Provident Fund (India).
3. The All India Services Provident Fund.
4. The State Railway Provident Fund.
5. The General Provident Fund (Defence Services).
6. The Indian Ordnance Department Provident Fund.
7. The Indian Ordnance Factories Workmen’s Provident Fund.
8. The Indian Naval Dockyard Workmen’s Provident Fund.
9. The Defence Services Officers Provident Fund.
10. The Armed Forces Personnel Provident Fund.

अखिल भारतीय केंद्रीय कर्मचारी समन्वय समिति की बैठक दिनांक 15 -04 - 2013

अखिल भारतीय केंद्रीय कर्मचारी समन्वय समिति की बैठक पोस्टल यूनियन के कार्यालय में संपन्न हुई बैठक की अध्यक्षता कल्याण राम ने की एवं सञ्चालन अरुण प्रताप सिंह ने किया I
            समन्वय समिति के संरक्षक ए० के ० आर्या ने कहा की केंद्रीय कर्मचारियो को महगाई भत्ते की किश्त अभी तक घोषित नहीं की गई I उन्होंने सरकार से मांग की कि महगाई भत्ते कि क़िस्त अविलम्ब घोषित की जाये I
          समन्वय समिति के कार्यवाहक अध्यक्ष सुरेन्द्र कुमार चौहान ने कहा की छठे वेतन आयोग की शिफारिशो के अनुरूप पचास प्रतिशत महगाई भत्ता मूल वेतन में समायोजित किया जाना चाहिए किन्तु  संगठनों की मांग के बाबजूद अभी तक सरकार द्वारा कोई कार्यवाही  न किये जाने से केंद्रीय कर्मचारिओं में रोष व्याप्त है I  उन्होंने कहा पचास प्रतिशत महगाई भत्ते का समायोजन मूल वेतन में तत्काल किया जाए I
             समन्वय समिति के महामंत्री अरुण प्रताप सिंह भदौरिया ने कहा केंद्रीय कर्मियों के लिया सातवे वेतन आयोग का शीघ्र गठन होना चाहिए दिनांक 12 -12 -12 को एक दिवसीय तथा 20 व 21 फरबरी 2013 को दो दिवसीय देश व्यापी हड़ताल की मांगो पर अभी तक सरकार द्वारा कोई सार्थक पहल नहीं की गयी उन्होंने कहा मांगो पर समुचित कार्यवाही सुनिश्चित की जाए अन्यथा केंद्रीय कर्मचारी आन्दोलन को वाध्य होंगे I
             समन्वय समिति के सहायक महामंत्री डी० यन० यादव ने कहा की सरकार का कर्मचारिओं के प्रति उदासीनता का रवैया कदापि वर्दास्त नहीं किया जाएगा  I
              बैठक में उपस्थित होने वालो में यच० एस० थापा ,राम धीरज ,टीकाराम शर्मा के० के० शुक्ला ,राजवीर यादव ,राकेश कुमार सक्सेना, चन्द्र प्रकाश , राघवेन्द्र प्रताप सिंह ,मनीष भट्ट ,ब्रह्मा सिंह , सहीद ,यस० पी० सिंह ,प्रशांत गुप्ता ,अर्जुन बाबू ,इंद्रा प्रकाश आदि मुख्य थे  I
